Use this endpoint to publish an invoice.

If the recipient is a client with HCP funding scheme, then publishing an invoice also creates a transation to the client's care and services account with the invoice's amount.

Invoice must be adhoc, must not have been published before and must contain invoice lines to be valid to publish.
